DISTRICT POLICY MANUAL
ARTICLE XIV - DISTRICT LEADERSHIP ACADMEY

(Per Resolution No. 1 adopted at the May 2003 district conference and modified byResolution No. 1 at the May 2007 district conference.)

The District Leadership Academy shall consist of a deal appointed by the district governor and six Academy instructors who shall be recommended by the deal for appointment by the district governor.

The Academy dean shall be a past district governor who has completed a term of service as an Academy instructor; the Academy instructors shall be past district governors or past presidents of Rotary clubs in District 51010 or other qualified district leaders who are experienced in the field of instruction they are appointed to in the Academy.  Terms of service shall be one year with annual reappointments and no limitations on the number of reappointments.

The Academy dean shall at his/her discretion, appoint an advisory committee for the Academy consisting of no more than three past district governors / past District 5110 presidents who preferably have completed terms as Academy instructors.

Course work and materials, excepting RI printed materials, shall be available only on the District 5110 Leadership Academy web site.  The course of study shall consist of six separate courses, such as, but not limited to, the following:

1.       Electronic Communications for the District and the Clubs

2.       Rotary International and District Organization

3.       Club Service and Membership

4.       Vocational and Community Service

5.       International Service:  The Programs of The Rotary Foundation

6.       International Service:  World Community Service and Humanitarian Grants

Students admitted to the Leadership Academy shall be those Rotarians of District 5110 who have served as president of a Rotary club in any district or selected Rotarians who may be appointed to a district leadership position; for example, the 5110 district secretary, the 5110 district treasurer, a district 5110 assistant governor, and/or any District 5110 committee chair.  Past presidents maybe nominated by the president of their District 5110 club or other district officers / leaders of District 5110.  Other selected Rotarians, as defined above, may be nominated by the District 5110 governor who assumes office in July of the Rotary year coinciding with the convening of the Academy class.

Preferably, nominations of past club presidents will be made in the months of June/July preceding convening of the Academy class.  Nominations of other selected Rotarians will be made in the first week of August preceding convening of the Academy class.  The Academy class size shall be limited to 20 students, with exceptions to this size and nomination submission dates being made only by the Academy dean.  Priority for admission of students shall first be given to past club presidents.

All nominated students must have personal email and be connected to the Internet.  Students nominated shall review and accept the “Leadership Academy Program” and the Student Contract (Agreement of Understanding) as posted on the District 5110 web site.  A Certificate of Completion will be awarded only to those students who complete all six (6) lessons of the Course of Study including the examinations at the end of each course and attend all of the following (the dean may excuse a participant from attend #1-#3 for good reason).

1.       District TRF / WCS Seminar

2.       Mid-Winder Leadership Workshop at the Mid-Year District Advisory Committee Meeting

3.       District Assembly

4.       Seminar and Wrap-up Session at the Graduation Banquet and Recognition Ceremony at the District Conference.

The Leadership shall be financial supported by the district general fund to include provision of materials for the course of study, a leadership workshop conducted in conjunction with the district mid-year advisory meeting and the graduation banquet and recognition ceremony at the district conference.

The Academy dean is responsible for developing the curriculum, securing and recommending instructors to the district governor, assisting the district governor in recruiting students, organizing the mid-year and district conference leadership special events, monitoring the overall program and keeping the district governor informed of the Leadership Academy progress.
