

Will was born in Tucson, Arizona. He has a B. A.
(with Distinction) and M. A. in Education from the
University of Arizona. . At a later date he was
selected as a participant in the Stanford University
W.K. Kellogg Foundation Program. He continued his
education and earned his Ph.D in Human Behavior
(Emphasis in Clinical Psychology). He taught school
for the Tucson Unified School District, the
University of Arizona., and the United States
International University. He was school principal in
Florence, Arizona and San Diego, California, was
Acting Superintendent of the South Bay Union School
District (San Diego) and later Superintendent in
Los Angeles County, California.
He became a member of the Rotary Club of Florence,
Arizona in the fall of 1959. Upon moving to
California, joined the Imperial Beach Rotary Club,
serving as Vice President and President. Moving to
Hacienda Heights, California, he joined the Industry
Hills Rotary Club and was on the Board of Directors
for five years. Upon retiring, he moved to Bonita,
California and became a member of the Chula Vista
Rotary Club. He has been a member of the Medford
Rogue Rotary Club since 1990 and served as club
secretary for over 2 years. He was District 5110
Secretary in 1995-96 and in 1997-98 he served as a
District Governor Area Representative. He was
selected and served as District 5110 Governor during
the Rotary year of 1999-2000.
In May of 2002 Will was selected by Rotary
International President Rick King to be his personal
representative at the District 5610 Conference in
Marshall, Minnesota. He is a multiple PHF, a double
sustainer, and benefactor. His son, Will Jr.,
daughter Cynthia, and his youngest son, Skip are
Paul Harris Fellows. Will is working on his 7th
PHF. He has over 20 years of perfect attendance
He has served on a number of District 5110
Committees. He was active on the District RYLA
committee for 3 years. The District GSE committee
for 8 years and a member of the District Electronic
Communications Committee. Will serves as Dean of
the District Leadership Academy. As a recent PDG,
he served as a member of the District Nominating
Committee, Finance Committee (Chairperson in 2004),
and a member of the District Advisory Committee.
During the 2001-2002 Rotary Year he was the
Chairperson of the District Membership Development
and Retention Committee.
A few of the community service awards he has
received are: A Certificate of Appreciation from the
Medford Visitors and Convention Bureau, a
proclamation from the City of Imperial Beach,
California, a resolution from the State of
California, A Meritorious Service Award from the
County Board of Education of Los Angeles, A
Commendation from the County of Los Angeles, a
Citation from the American Cancer Society and many,
many other community service awards. Will married
Barbara Ann Woolbright (deceased), served in the
U.S. Navy and was overseas for 15 months during the
Korean War.
